Already fixed — closing.

This is the same underlying defect as #1117, and the fix that shipped for that one (spikerj/spikersoft-angular#898) covers this exact case. The collapsed rail carries one 40px button per interest; with ~30 interests they overflowed the sidebar's fixed height, and the sidebar clips its overflow, so the bottom entries were simply unreachable. The expanded list already scrolled — the collapsed rail never did, which is precisely what you describe.

The rail now scrolls on its own, with bottom padding so the fixed version badge does not cover the last entry.

That change is on master and deployed, so this should already be working for you. Worth re-testing — and if the collapsed rail still will not scroll, reopen this one, because then it is a different cause from #1117 and I would want to look again.
