Phase P5 of epic #307. Depends on P3/P4 fixtures.

[Bug][CI][Registry] #548 was closed but its fix NEVER LANDED — all 23 of 23 multi-arch workflows still --amend mutable :amd64/:arm64v8 tags, and the cancelled-run window from #590 makes mixed-commit :latest reachable today #596

Migrated to spikerj/spikersoft-angular#697 as part of the umbrella-tracker breakup.

Verified 2026-08-07 against spikersoft-angular@8e5a4048: no parent-dashboard/parental-approve authenticated specs; parent1/child1 personas exist only in tools/e2e/hydrate-env-from-bao.mjs:42.

Status: not started (parent/child personas exist in OpenBao; no fixtures or specs consume them).

Closing here. Work now lives in the repo that holds the fix, so fixes #697 in a PR will auto-close it on merge. The umbrella tracker keeps cross-repo epics only.
