Phase P6 of epic #307. Needs role-scoped test users (Admin/Staff).

  • Admin/Staff test-user fixtures + storage-state
  • RoleGuard negative tests (regular user blocked from /admin/*)
  • Every /admin/* review surface loads + primary action (child-account-review, staff-issues, contact-messages, book/blog/skill/interest/fact/geography management, sponsorship, application-review, activity-coverage, platform-adoption, location-management)
  • /keycloak-admin named-outlet UI (users/groups/roles/clients/realm settings/events)
